The Function Comparative Study On Wuhan And Five Central Cities

Because of the international financial crisis,the world economic situation has been adjusted profoundly,the relative position of western developed economies and emerging-market economies is changing.At the same time,the pattern of regional development in our country is changing too.The rate of economic development in the mid-west area and inland is accelerated obviously.The relationship among the east coastal regions is also changing. For the historical experience, the pattern of national central cities will change too."the outline of12th five-year plan in Wuhan " Put forward that "we must strengthen and improve the status of regional central city, strive to build a national central city". In this paper, I will compare the function of Wuhan and the five central cities, find out the basis and gap of Wuhan in building the national central city. It is necessary to propose countermeasures by empirical research.National central cities are at the top of the urban system plan, which is very significance to deploy the international and domestic resources, promote the two-way flow of resources. They have four strong functions which are the management and control, coordination and radiation, urban services,information hub. By strengthening the four functions, Wuhan can reach the economies of scale and agglomeration effect, thus form a larger stream of people, logistics, capital flow, information flow and technology. At first, this paper establishes a theoretical analysis framework of the research on central cities,confirms basic characteristics of national central cities, reveals the basic principles of the construction of national central cities. Secondly, this paper introduces the overview of Wuhan constructing national central city and the basic development process of the main national central cities both at home and abroad, as well as the enlightenment to Wuhan. And then this paper establishes the evaluation index system,calculates index weight by using entropy value method and expert empowerment method, calculates specific index score、the four functions index score and the national central city index score of six cities. Evaluation results show that the national central city index score of Wuhan is the lowest. In addition to information hub function score is higher than Tianjin and Chongqing slightly, urban service function score is higher than Chongqing slightly, management control and coordination radiation function score are at the bottom. It is indicate that there is a big gap between Wuhan and the national center cities. After that this paper analyzes the advantages and disadvantages, opportunities and challenges of Wuhan building national central cities. Finally this paper puts forward the overall ideas and countermeasures of Wuhan building national central cities.There are two innovation points. The first innovation is data. Beijing, Tianjin, Shanghai, Chongqing are four municipalities, Wuhan is the provincial capital of Hubei, Guangzhou is the provincial capital of Guangdong. So, the gap of some economic total index is too big between provincial capital and municipality. So the paper transforms the total index to relative index mostly, which can enhance comparability between the provincial capital and municipality.The second innovation is the method. This paper uses subjective and objective methods together, which can both avoid the objective method relying too much on the data and avoid the subjective method too subjective.
