The recent years have witnessed constant occurrences of food-related problems and food safety incidents , so food safety is drawing more and more concerns of all the society. However, food industry consists of a very long food production chain, involving planting&raising, processing, packaging, storage, transporting, distribution and consumption. How to enhance food safety management has become a significant task. Since 2001, it has been an important content to regulate food market in the work of rectification and regulation of market economy all over the country. Fujian Province, as a leading province of developing"Rectify the'table'pollution, Build food reassurance construction", has made great efforts in setting up food safety system for several years. However, with the exposure of milk powder scandals in Fuyang city, the illegal production of substandard milk powder was also found in the three counties of Fu'an, Xiapu, Zherong of Ningde Municipality of Fujian Province. The high frequency of food safety incidents has aroused people's doubt in the effectiveness of the current food safety management. The essay firstly makes analysis of the present situation of food and food safety, the relative laws and regulations of food safety management home and abroad, and food safety management of Fujian Province; secondly makes a reveal of the existing drawbacks of food safety system construction in Fujian Province. The essay lays stress on organizational institution , at the same time places responsible administration at a higher status. At the end, the essay reaches its conclusion: a perfect and effective system of food safety management can be successfully set up through the enhancement of administrative morality as well as the realization of responsible administration.The article consists of four chapters: Chapter one makes a brief introduction of food safety and the notion of food safety management, and narrates the main characteristics of modern food safety management, the main food safety management systems abroad and the present safety management system of our country; Chapter two makes an analysis of food safety environment, the present situation of food safety management as well as the existing drawbacks of Fujian province; Chapter three goes on discussion about how to set up perfect food safety management system from the aspect of institutional construction, emphasizes that perfect managerial system...
