Since the 1980's, attention of governments of all countries, from industrial circle as well as economic circle, has been drawn to high-tech industries. Developing high-tech industries has been in the core of each nation's science & technology development strategy, and the key to invigorate the economy. A nation's high-tech industries level has become an important indicator of its economic strength and its international competitiveness. In the process of the development of high-tech industries, government's intervention is usually carried out through industrial policies, the contents and intensity of which may be adjusted during different development stages of an industrial cycle.While integrating the author's working practice, this paper applies the theory of government's public (products) goods supply and the theory on industrial circle to analyze characteristics of high-tech industries and relevant policies, and discuss concepts regarding high-tech industrial policies. It also covers the importance of government's intervention and the means to achieve it. Besides that, the paper tries to showcase the present situation and evolution of policies concerning Xiamen's high-tech industrial development. By comparing Xiamen's high-tech industrial policies with that of four other cities, the paper points out limitations of the present high-tech policies in Xiamen, in the mean time it brings forth suggestions for future development.The paper consists of four parts:Part One: High-tech industries and the policies concerned. This part explains relevant concepts and characteristics of high technology, high and new technology, high-tech industry as well as industrial policy and policy for high-tech industry,etc. Based on the theory of government's public goods supply and the theory on industrial cycle, the author analyzes high-tech industrial policies as kind of public goods supplied by the government. This is under the assumption that in case of a malfunctioned market, the government will adopt necessary means to intervene, while the strength of government's effort may vary at different development stages.Part Two: Evolution of high-tech industries and the relevant policies in Xiamen. This part mainly describes the present situation of high-tech industries in Xiamen. The evolution of high-tech industry policies in Xiamen is expatiated in three stages.
