At present, the situation of employment is comparatively severe. In order to reduce the unemployment rate, our government has already made great efforts. After all, the energy of relieving the pressure of unemployment is limited. Therefore, the management institution of human resources should take on the responsibility of managing the unemployed and relieving the pressure of unemploymentNowadays, the main management institutions of social human resources in China are"human resources markets"and"employment agencies". Nevertheless, these institutions play the main role as a media between the unemployed and the employers. Lacking of the rigorous management of the unemployed, they can not solve the living problems of the unemployed and the high-level management of human resources. They could not relieve the pressure of unemployment effectively, nor developing, measuring, promoting and utilizing various kinds of human resources. This phenomena demands a new style of management institution of human resources---"human resources collecting and lending institutions", to take on the responsibility of managing unemployed in society and relieving the pressure of unemployment. Such kind of organization should come in being and develop widely.The thesis consists of six parts.Chapterâ… It expounds the concept and characteristics of"human resources collecting and lending institution", and elaborates the current organization form of"human resources collecting and lending institution".
