Enterprises improve their own competitiveness and strive to fulfill the missions constantly. During the process, human resources play a vital role. Entrepreneurs carry out human resources management from a strategic height gradually, and enhance the core competitiveness of enterprises through strategic human resources management.As an subordinate agency of Bank of China Limited, the branch in Liaoning Province is responsible for the business development and management in this area. With the rapid development of small and medium-sized joint-stock banks, the operating performance and market share are challenged in recent years. In order to be the leader in the banking industry, the Liaoning Branch must pay great attention to the design of the human resources management strategy, give full play to the productivity effect of human resources, and finally realize the maximum of the enterprises’economic benefits and social benefits. Therefore, through analyzing the banking industry status, the paper grasps the development trend of Chinese banking industry; by using the SWOT analysis, the paper sums up the present situation of management; by learning from the advanced experiences from domestic and foreign trade, the paper discusses the competition strategy of Liaoning branch.The strategy is:Bank of China should develop its comparative advantage, and should be based on financial technology, be guarded by the organization structure and be carried by the human resources to foster and promote its own core competitiveness, in order to obtain sustainable competitive advantage in the same industry competition.This paper will further explore the five aspects of the implementation of the strategy:give priority to promote the construction of electronic banking; accelerate the reform of human resources; do well in customer marketing and maintenance; promote the intermediary business actively; pay attention to the development of city business center.Focusing on the institution growth and the employee motivation, to promote the mechanism construction..
