The Research On The Economic Evaluation Of Land Reserve Items

Implementing the land reserve system is one of significant actions in reforming land usage; it plays an extremely vital role in perfecting land market, increasing government income and promoting city industrial structure adjustment. Being one kind of important and effective management tool, the economic evaluation method contributes greatly in examining the effectiveness of running of land reserve system. This thesis makes a thorough and detailed study in government behavior of stockpiling lands under guidance of economic project evaluation theory. It starts specifically introducing the land reserve system and the project characteristics. Then, utilizing economic evaluation theory, it carries on with classification and quantification to expense and the benefit of the land reserve project. Aiming at goal of achieving financial objectives, It puts forward cost and benefit analysis and conducts financial assessment to reserve project through not only the pricing of land but also the financing of project.Based on summarizing, analyzing and absorbing both demotic and foreign experience, this thesis adopts internationally widely used cost-benefit method in evaluating land reserve project by utilizing scientific assessment method and mathematic model, in accordance with the assessment analysis principles. This thesis also studies the influence of implementation of land reserve system to the entire social economy and its related industries. The thesis establishes a comprehensive and logical assessment system. This thesis also identifies, estimates and evaluates risks in land reserve project; subsequently proposes counter-risk measurements. Finally, through economic analysis of BEI CAI LIU LI, a piece of renovation land, this thesis put above theory into practice.The purpose of this thesis is to establish a practical tool and method for assessing land reserve project. It is a highly operational tool and theory that can be used not only for feasibility study upfront but also for effect appraisal afterwards. It is also hoped that the application of this assessment system will provide useful reference to appraising land reserve system scientifically, so as to make full use of its function in government's adjusting lands supply, utilizing lands rationally and therefore maintaining continuous social economy development.
