Secondly, it analyses the land reservesystem in some developed countries, such as Sweden, Holland, America and France andcompares the models of the this system between Shanghai and Wuhan in order tosummarize the experiences of building it. Additionally, in this section, it expounds theachievements and defects of land reserve system in Hefei. The third section researches theprocesses of building land reserve system, the path of purchase and reserve, the ways ofobtaining land resources and selling them, and the sources of funds by a case study of Hefei.Lastly, according to the research findings, it provides relative measurements from differentangles. For example: firstly, the government should increase the quantity of land reservesand perfect relative regulations and laws. Secondly, the city government should improve thelevel of monitoring and express the functions of land reserves departments. Thirdly, therelative departments should work together in order to improve management efficiency.Fourthly, the relative finical departments should broaden the ways of financing in order toform various levels of land reserve funds. Lastly, the government should control the supplyof building lands and reconstructions.
