Daqing Construction Material Company(CMC) is a professional prefabrication company belongs to Daqing Petroleum Administration Bureau. With the large-scale internal reform of CNPC and the separate management and independent account between main business and the ordinary business, great changes have taken place in the existing environment of the company. As the enterprise has been exsiting under the planned economy system for a long time, it is shorten of strategic thinking of taking part in market competition and has certain difficulty in adapting to the new market of free competition environment. The article is aiming at analyzing the internal and external environment of the enterprise, seeking for a long-term strategy, which is suitable for market competition, and realizing the continuous and healthy development of the enterprise.As a professional prefabrication enterprise for oilfield energy-production, CMC has both the universality of prefabrication enterprise and the particularity of petroleum enterprise. The author analyzes the external environment in two aspects-----macro-environment and micro-environment ------ so as to find out the great opportunity and challenge the enterprise is facing now. In macro-environment analysis, the author analyzes the political and legal environment, economical environment, scientific environment and social-cultural environment. In micro-environment analysis, the author analyzes the industry specification, the competitors, the suppliers and the clients. The article also makes deep analysis of the internal conditions, including staff, capital, product structure, technological standard, market occupation and the management situation, definites the advantage and inferior aspects of the company and then puts forward the general management thinking of CMC, that is :"basing on oilfield market, seeking for perfect quality; expanding outside marketing, pursuing long-term development."The article puts forward 7 general strategy choices of CMC, that is : Technical innovation strategy based on cultivating enterprise's core competition capability; Integration strategy based on two developing routes: prefabrication- construction, civil construction material– realestate development ; External extending strategy based on expanding developing space ; Diversified management strategy based on distracting management venture; System innovation strategy based on modern enterprise discipline ;Human resource developing strategy based on providing human resource; Enterprise cultural strategy based on providing human resource; Enterprise Cultural Strategy based on strengthening cohesive force,innovation and development. At the same time, the author also proposed seven corresponding strategy measures.
