For replying to the fierce dispute of if postpone retirement age is appropriate, we take retirement age variant to make research from the point of maintain fund safety as well as employment and elders' human resources. By researching this parameter ,we can get the positive significance of postponing retirement age.This paper expounds the situation of fund risks of social security pension system by applying a great deal data. We take the advantage of actuary theory,life—cycle theory and utility theory to analyse how the retirement age parameter affect the persistence of social endowment insurance system. On the basis of actuary model, we make an adjustment of the pension in order to maintain the fluency working of the social endowment insurance system .Then we give a" consumer option value" model to make an assessment of the utility, confirm the best retirement age by a mathematical model so that we combine individual benefit with social target together ,which assure the acceptability of the reform. As a conclusion, we bring forward the best opportunity to delay retirement age, then give some constructive advise to the government.
