Since 1950's in 20th centuries, along with the continuously development of the society economy, especially development of the science technique, position and function of the human resource become more important in social economy development. The former relation that material resource employs the human resource has changed the relation that human resource controls the non-human resource gradually. At knowledge economy ages, science and technology become more important, and the substance of the knowledge economy is human creation power. Therefore, the economic power of a nation and regions, don't see how much it own material resources, but see how much market quota and see how much it own high quality person. Human resource has become the chief factor of modern economic development.
