The modern age is an age of knowledge economy, knowledge, technology;information has become the decisive factor for the development of social economy.Human resource is the first resource of sustainable development of regional economy,with the development of knowledge economy, human resources plays an importantrole in regional economic development."Xinjiang in the long-term talentdevelopment plan (2010-2020)" in point out clearly, Xinjiang development shouldrely more on human resources, especially talent resource, strengthen key areas oftalent development, promote the coordinated development of regional talents,innovation talent development mechanism, optimize talent development environment,and strengthen the minority backbone talents training. This shows than the Xinjiangconstruction and development is a difficult task, not only in terms of policy, capital,technology continues to intensify, but also to pay more attention to human resourcesdevelopment and utilization. Xinjiang minorities accounted for60%of the totalpopulation, so the rational development and utilization of Xinjiang human resourcesof ethnic minority directly affects the development of Xinjiang regional economy, andin Xinjiang minority abundance of human resources, low quality, which has becomethe obstacle of regional sustainable economic development of Xinjiang influencingfactors. Under this background, this article take the domestic and foreign theories ofhuman resources and the regional economic development theory as the basis, learnand absorb the relevant research results in the foundation, taking Xinjiang minoritiesas the research object, using a variety of economic analysis tools, study for theXinjiang minority human resources and the development of regional economy.This article is divided into five parts: the first chapter explains the popularity ofthe human resources and economic development of the relevant concepts, theories andresearch results at home and abroad, this paper indicates the significance of the topic, research methods and main content. The second chapter of Xinjiang minoritynationality human resource distribution, quantitative characteristics, quality featuresand structural characteristics were analyzed, summarized the current status of humanresources of ethnic minorities in Xinjiang, human resources development analysis ofthe main problems. The third chapter according to the world famous economists putforward relevant models of economic growth theories, further proof of humanresources development in the Xinjiang region economy developing is important action.The fourth chapter on the human resource allocation and the production, use andprotection of the preliminary research, put forward on the basis of ethnic minorities ofXinjiang human resources development principles and main development approach.The fifth chapter puts forward reasonable development to Xinjiang manpowerresources of ethnic minority countermeasure proposal.
