Marxism believes that the productivity, including workers, the means of production and labor targets, among these three basic elements laborers, workers are the most dynamic, active and positive factor. Being the labor of a certain production experience and skill is the most decisive force for productivity of workers. At this stage, the population of minority in Xinjiang is about the total population's 60 percent, of which about 90 percent live in rural areas, and the overall national population age of young.The paper based on the actual situation in rural areas of Xinjiang, which contains the real circumstances in Xinjiang area, agricultural, ethnic group,building a new socialist countryside and harmonious Xinjiang. The writer thinks that human resources developing in Xinjiang rural areas has become a major task to search for new ways for a truly suited for local minority youth human resources'development. The problem of minority youth human resource development in Xinjiang rural areas is not only a economic issue on promoting common prosperity and progress for all our Xinjiang ethnic groups ,but a politic issue on carrying out the policies and tasks of the Party and state, the policies of ethnic and religious, strengthening ethnic unity and safeguarding the unification of the country as well. The paper practices the related theory of human resource development, synthesizes the characters of minority youth human resource in Xinjiang rural areas and analyzes its present situation, then gets some measures from macroscopic level. It can help the government and some related organizations guide the operation of its countermeasures in some degree, meanwhile , demands minority youth human resource development to coordinate traditional and religious culture in Xinjiang .
