China is a large agricultural country, but it is not an agricultural power.Backward agriculture, rural development, urban-rural gap is still widening. Therefore,training of new farmers, the introduction of advanced science and technology, developthe rural economy has not only solved the problem of minority rural development andChina’s economic sustainability of rapid growth, the society is harmoniousdevelopment of heavy and difficult.Human resources are the most important factor of production. Information intohuman resource development of modern science and technology and means of support,with the talents of modern technology and knowledge is the information carrier, thepower source and builders. The gap between the human resources quality and quantitybetween urban and rural areas is the cause of the root causes of the urban-rural gap.Ethnic minorities in rural areas due to the relative backwardness and lack of humanresources training, selection and training is often a lack of targeted, backward meansof information transmission cannot be compared with the cities and towns, a longerperiod of talents, and often put a lot of resources, but the effect is not very ideal, andultimately lead to serious brain drain and brain waste. Information to provide thesupport of modern science and technology and information tools, achieveextraordinary development to provide a viable development path for the traditionalbackward areas. Based on the development of minority areas of rural human resourcesunder conditions of informatization can efficiently enhance the quality of humanresources, change the traditional mode of production, increase productivity, speed upeconomic construction and social development, can better achieve economicrestructuring, to narrow the gap between rich and poor. Therefore, how to improve thedevelopment and utilization of human resources, and coordinate the integration of itsrelationship with the construction of rural information; how to build a sound scientificminority rural areas of information technology personnel training system to become agreat research value of narrowing the gap between urban and rural areas.Ideas and content of this article:(1) the use of literature to explore the theoreticalbasis of the ethnic areas of rural human resources development and informationtechnology, focusing on combing Schultz human capital theory and agriculturaleconomic policy and the related literature in-depth analysis of human resourcedevelopment and connotation of information technology and its interactionmechanism.(2) the use of case study method of the National Rural Human ResourcesDevelopment and constraints, based on the actual proposed and verification ofinformation technology is the solution to the national human resource development inrural areas in a breakthrough;(3) the use of empirical analysis method to investigatethe national regional development of rural information and constraints, focusing onanalysis of the interaction of the human resources development and information technology;(4) Searching the trend from Enshi13series of10consecutive years ofrelevant indicators and human resource development and information technology data,then scatter plot analysis, correlation analysis, depicts the development of minorityareas dependent on external resources into an intuitive, non-equilibriumcharacteristics of the importance of intermediate vocational and technical educationand the development of the different modules of the information technology, alsocalculated pearson correlation coefficient between the kinds of factors and asignificant test to support the author’s research ideas.(5) to explore the informationtechnology in rural areas of China’s minority areas of human resources developmentpath and feasible countermeasures of a profound understanding of the characteristicsof information technology, and establish of the new concept of the human resources tohuman capital, strengthen the rural information technology infrastructure to createrural human resources development, information technology platform, consolidationand development of basic education in rural areas, expansion of distance educationand vocational training, strengthen the construction of rural information personnel,relying on IT to establish the human resources market, and promote the independentdevelopment of human resources in rural areas and other suggestions.The innovation of this paper is to:(1) Perspective of innovation. This is theperspective of the minority areas of rural human resources from the development ofinformation technology to develop various constraints, human resource developmentin rural areas, minority areas in the information technology environment path, theexisting literature is less involved.(2) Research to be innovative. There are lacking ofthe information which we existing literature on the human resourcesdevelopment.This article is more in-depth discussion of the interaction betweeninformation technology and human resources development, development of humanresources under conditions of informatization, thereby promoting the economic andsocial development of minority areas new ideas.(3) research methods to beinnovative, the paper uses case studies, trend analysis and correlation analysis methodto explore the ethnic minority areas of human resource development in rural areas andrural areas of information technology and its related policies designed to provide amore solid foundation and demonstration.The practical significance of this study is:(1) an effective way to solve theproblem of the ethnic minority areas of the rural economy;(2) promoting thedevelopment of agricultural modernization;(3) to promote the new rural construction.The theoretical significance is that:(1) to explore information technology and humanresources development, revealing the interaction of human resource development andinformation construction;(2) help to improve ethnic minority areas the level of talentdevelopment, and enhance the talent cohesion, thereby reducing the brain draineffectively and stimulate their enthusiasm, making the rural economy toward avirtuous circle;(3) Empirical explore the characteristics and interaction of the minority of rural human resources development and information construction, topromote the effect of information on rural development in ethnic minority areas, andto study how to take a more effective means to strengthen the informationconstruction.
