The 21 st century is a knowledge-based economy age, and also an age that market competition turn worse. Along with china joined WTO, the competition in Chinese market is more and more severity. How to obtain and keep the competitive predominance and make enterprise in invincible position is a problem that each corporation must sober considered. Human Resources is "primacy resource" and core competencies of an enterprise, moreover, incentive mechanism is the core of Human Resource Management.Effective incentive mechanism is the critical point of how to improve Human Resources' quality in an enterprise. To establish and consummate the incentive system and make it available is the source of competencies. Effective incentive system can enhance competencies and obtain competitive advantage. The incentive mechanism assign strategic target to each operation cell then assign to everybody, thereby, administer every employee can improve the performance of an enterprise, and then the productivity and values of the business enterprise raise. So an enterprise should design a diverse incentive mode according to the requirement diversity of employee in different post.This text is divided into four parts, the first part is concerning the study of the basic theory of incentive. This part set out from the research of system administer theory, introduced the basic theory of incentive, and analyzed the different combination of incentive. This part is a theories foundation that designs the incentive system of Liu yang telecommunication.The next in order, the article studied the current state of Chinese telecommunication and Liu yang telecommunication, discussed the existing incentive mechanism of Liu yang telecommunication, and analyzed it's Human Resource Management status, in order to find the problem and design a incentive system.The third part combined with the new angle of view in incentive developed these years, aimed at how to inspirit the different type, different post and different requirement of the Liu yang telecommunication's employee to carry on the theories and case study under the leading of the related theories. This part also designed an incentive system according to the status of Liu yang telecommunication for the sake of promoting employee's potential, exploiting Human Resources and improving working efficiency.
