According to the related theory and methods of modern performance administration system, the thesis makes comprehensive, systematic and scientific analysis to the original Performance Evaluation system of machinery enterprise of the Changsha Research Institute of Mine. And summarizes the experience and shortage of the Performance Evaluation System. At the same time, provides a set of complete and betterment project to the Performance Evaluation System.The thesis includes five parts. First, analyzing the HRM present status to the state-owned enterprise; stating the important meaning to the modern performance administration today. And getting the research train of thoughts, main contents and research methods; second, analyzing the practicing status and character to the Performance Evaluation System to machining enterprise Employee Performance Evaluation as follows: According to the demand of the different position, establishing the different standard of the performance. using "morality , diligence, performance" these four factors to evaluate employees levelly and sortly. In theory, making Evaluation motivating employees and completing the purpose of the performance of company. What is the more, there are some shortage to machinery enterprise Performance Evaluation System as follows: the standards shortage and the evaluation methods to the Performance Evaluation are not pertinence and the Performance Evaluation Cycle is not reasonable, etc. Afterward, according to the problem, the thesis provides the improvement project to machinery enterprise Performance Evaluation System. Based on the existing corporation strategies, the establishment of staff Performance Evaluation System requires the setting up of the aims of performance. Out of these four aspects: finance, operations, customers, and learning /grow-up corporations may be able to use KPI,BSC to design compound aims of performance beneficial for carrying out machinery enterprise strategies. According to the distribution of the organizational functions and the responsibilities in each department and each post the corporation, we will assign the organized aims of performance to specific posts, and therefore ensure aims of performance of each post, which can be taken as the basis for Performance Evaluation of the posts.
