Entering the new century, our country is now speeding up its process of building a well-off society. During this process, the issues of agriculture, countryside and peasants are now becoming more and more critical because we will not be able to succeed in building a well-off society in the real sense without the well-off life of peasants in rural places. Of the issues, peasants are the main focus. The core of sloving the problems related to peasants is to increase their income, improve their social position, better their intellectual qualities so that they can enjoy a rapid economic development and live a well-off life in the end. Of all solutions to these problems, shifting labor forces from rural places has now become an important one.Labor forces in rural places are not only the base for economic development but also the smallest unit in labor shift. With individual labor forces in rural places as the subjects in this research, analyses of the effects of external factors including social economic conditions, urbanization, the development of the 2nd and tertiary industries, and inernal factors including their age,sex, technical and intellectual level on labor shifting from rural places were made in this paper through invetigation into countryside, Q-A survey, theoretical analyses and illustrations.The paper pointed out that the following factors have profoundly affected the shifting of labor forces from rural places.1.External factors. Highly economically developed and urbanized regions have advantages over those regions which are less economically developed and uranized in employment opportunities for rural labor forces and thus have a higher rate of labor shifting from rural places.2. Internal factors. Young male labors who have received relatively good education and technical training are easily to shift from rural places than old female labors who are poorly educated and technically trained.On the basis of above analyses, suggestions were given as follows.1. Strengthen the construction of small cities and towns, and make them more attractive to labor forces in rural places.2. Strengthen the development of the 2nd and the tertiary industries, and especially make full use the richful resources in the northern part of Jiangsu province to speed up the development.of labor-intensive farm produce processing enterprises so as to provide more employment opportunities for labor forces in rural places.3. Strengthen the training of shifting labor forces in diverse ways and make them more qualified for hiring units...
