Core competence is proposed by C.K.Prahalad and Cary Hamel in 1990, which is defined as"the accumulation of knowledge in an organization, especially knowledge of how to negotiate different productive skills and organize many schools of knowledge". In the past 10 years, it has been commented as the top of the ten management practices which have great influence to the Chinese enterprises by World Manager Digest. To develop core competence is of great importance to establish their strategy of core competence, strengthen them and involve in market competence more skillfully to the medium-sized or small-sized enterprises, and those run by private citizens.After foreign scholars had studied it for nearly 10 years, China introduced the concept of core competence in the mid or late term of 1990's.Frankly speaking, the study of core competence theories has not come into system yet, even Foss himself had to admit that"The theory of core competence has just revealed its head and started its pace; its theories seem to be loose and in written narrations and its application field needs to be more clarified."Therefore, it is of great practical importance to the management and practice of our enterprises to study the construction of core competence and the theory of dynamic management and propose feasible theories on application based on the analyses of current documents.The recognition and fostering of core competence is crucial to forge the strategy of core competence. Now water industry is in a key period of transacting into market operation. With the clarification of the policy of public utilities, the prospect of public utilities is highly valued. Such public utilities as water treatment are possibly the next grand banquet to those enterprises owned by private citizens. Experts think that the situation of three parts sharing water market including foreign investors, state-run and private citizen-owned enterprises will come into being. Due to the specific characteristics of private citizen-owned enterprises, their influence is relatively limited. Therefore some people have some passive opinions to the entrance of private citizens-owned enterprises into water market. From my analyses, I think that enterprises owned by private citizens can surely forge their core competences by developing their management skills and then their technologies or improving their technologies and then advancing their management efficiency, since management skills and technologies are two basic elements to core competences of a corporation.
