Impact Of The New Trade Barriers On China's Export Of Textile And Clothing Products And The Corresponding Measures

This paper studies the impact of the new trade barriers on China's export of textile and clothing products and the relevant countermeasures with both theoretical and empirical analysis, qualitative and quantitative analysis, comparative and historical analysis. The paper begins with an overview of the new trade barriers which lays the theoretical foundation for the study. Its main interest lies in reality and the detailed study of the technical barriers to trade (TBT), environmental barrier, social barrier as well as their impact on China's export of the textile and clothing products. Finally the paper puts forward the suggestions and countermeasures for the government and enterprises to cope with these non-tariff barriers. The major findings are as follows:1. Major influence of the new trade barriers on the export of textile and clothing products: (1)Influence of TBT:Positive aspects: they help to change our outdated traditional modes of thought, promote the optimization of the product mix and push forward the technological innovation.Negative aspects: they result in the increase of the costs of the textile products and the decrease of their competitive power which may lead to the shrinking of the international market share even the dropout of the enterprises.(2) Influence of the environmental barrier:It hinders the export of our textile and clothing products by depriving our advantages in prices.(3) Influence of social barrier:It not only leads to the increase of the costs of the textile products and the decrease of their competitive power but also has an enduring effect on the employment and investment of the textile and clothing industry.2. Strategies for dealing with the new trade barriers:(1)Countermeasures against TBT: (1)A special agency is to be set up to study carefully the TBT agreement. (2)We should speed up the technological innovation and upgrade the industrial structure. (3)We should improve the management of the export-oriented enterprises. (4) Laws, regulations and technical norms are to be set up to be compatible with the international practices. (5)Export-oriented enterprises should be active in getting the certificates of the ISO9000 system of quality certification and the ISO 14000 system of environmental managment. (6)Eco-textile products are to be developed.
