With the development of economic globalization and accomplishment of severalrounds negotiations of WTO, the traditional tariff barriers continue to reduce and thetraditional non-tariff barriers gradually cancel, but a new type of non-tariff barriers-Technical Barriers to Trade (TBT) appears. As a developing country, our export tradeis frequently constrained by technical trade barriers, the limited range shift from thetraditional agricultural products to high-tech products gradually. TBT has become themajor factor to hinder exports of China’s various industries, according to the relatedstatistics, 80% of today’s barriers are TBT. In traditional industries, China’s textile andapparel have always been an important industry in China’s export, many new forms oftrade protection means have emerged since the global textile and apparel limitedquota was canceled in 2005. In 2009 America started a new round of tradeprotectionism against China“tires safeguard”. As the top priority sectors of theSino-US trade, trade barriers of the textile industry will certainly produce a hugeimpact on China’s textile exports. Casting the wide range and large amount of contentof the research on trade barriers, this paper is seeing from the United States technicalbarriers to analyze the impact of TBT on China’s textile exports trade, which is moretargeted. In this paper, through analysis on the technical barriers, combined witheconomic and trade situation of China and the United States trade, then analyze thespecific TBT that United States exerts on China in the textile and apparel industry. Atthe same time, proceed further analysis of the impact of U.S.’restrictions on China’stextile and apparel industry; finally point out the shortcomings in the research processand put forward some reasonable proposals according to the realistic problem. Thedetails are as follows:Chapter 1 is the introduction part, this part describes the background andsignificance of this thesis, and also describes the research status at home and abroad.Chapter 2 is the theoretical analysis, after an overview of U.S. tradeprotectionism, and then further use game theory methods analyze trade impact thatAmerica’s implementation of technical barriers on China.Chapter 3 is the specific content of the implementation of technical barriers ofUnited States on China’s textile industry trade, and it also focuses on the management system of technical barriers to trade in the United States.Chapter 4 is the most important part of this paper, it mainly introduces the impactof U.S. restrictions on China’s textile and apparel, including analysis of developmentof the bilateral textile and apparel, as well as reasons why the reasons United Statesset limitations and the specific impact on China; then through the econometricregression to explain to what extent this effect is.Chapter 5 is the part of conclusions and countermeasures ,which conclude that itis more harm than good to set up technical barriers to trade for both the import andexport countries, and made a number of practical recommendations for the national,industry associations and enterprises.
