Since we carried out the policy of reformation and opening , Shanxi Province, as our whole nation ,has entered into the period of promoting comprehensively and growing at top speed, in the last 27 years, the regional total output value in our province is growing at 9.63% annually, positive transformation have been made in the industrial structure and the employment structure. As for the arrangement of industrial structure, although we have achieved the first fruits, compared with other provinces, especially the developed provinces, the gap is also widen, the problem is also stick out. It reflects as follows: The primary industry foundation is not firm, the second industrial benefit is not good, the tertiary industry development is insufficient. And then, this state of industrial structure gives rise to the unreasonable employment structure and some structure contradictions in the employment.
