To solute existing inconsistent, uneven and unsustainable problems of traditional development approach, speeding up structural adjustment and changing the mode of development is inherent requirement of the future sustainable development.Liaoning Province is an important industrial base in the country, its industrial structure plays a vital role in adjustment of Northeast Old Industrial Base.But whether the trend of the output from the Liaoning Industry structure and employment structure, or the trend of the degree of deviation between the change, shows the reverse trend.The information explains fully on the current Liaoning irrational industrial structure, with the result of labor transfer speed lag changes in structure and economic development. Not only employment affects the livelihood, welfare and social stability, but also it is a prerequisite of the balanced economic growth. Currently, in Liaoning Province, the slow pace of industrial restructuring, agricultural low productivity, the lack of independent innovation capability of industrial, service industry within the low level, the uncertain replacement industry of declining industries and so on, resulting in the employment pressure, has restricted its industrial structure upgrading, rapid economic development and social stability. Thus, by analyzing the three industries in Liaoning Province, the trend at different stages, we can better understand the influence of change trends in the industrial structure to the employment of the labor force, then adjusting the adaptive variation of industrial policy in order to achieving full employment. The paper has 6 parts.Chapter 1 Introduction. From the national revitalization of northeast old industrial base and Liaoning Industrial Structure Plan,explaining this article's the background and significance and describing the research method, innovation and inadequate.Chapter 2 is an overview of relevant theory. In reviewing the literature based on classic, reviewed domestic and foreign scholars and institutions of the industrial structure and evolution of industrial structure in order to purpose built full analysis of the theoretical basis.Chapter 3 uses the methods of empirical analysis, collects the figures of three industrial output value of Liaoning Province and the employment, according to changes of the output and employment,be divided into four stages:the reform and opening up, a stage of recovery phase of economic structure and adaptability of the economic structure and strategic phase of the economic structure. Analying each of the four stages of the industrial structure and employment structure, gets the derived form of the evolution of industrial structure in Liaoning Province and the structural characteristics of different stages.Chapter 4 is to analyze the status of the industrial structure of Liaoning Province and to solute it from the different angles of the three industries and small and medium enterprises. Currently, Liaoning's unbalanced structury leads to the pressure on employment. The analysis found, the first industry develops slowly, its surplus labor shifts difficult; manufacturing input is poor, there are gaps in technical positions; resource-exhausted cities have led to rising unemployment; accommodating the level of employment small proportion of modern service industry is limited; lack of competitiveness of SMEs, they are important factors to restrict industry development and full employment in Liaoning.Chapter 5 analyzes the influence of the Liaoning's industrial structure employment. From the convergence of industrial structure and employment structure, absorptive capacity of three industry employment and the influence of the Liaoning's industrial structure employment, the use of industrial structure deviation, coefficient of elasticity of employment and other indicators as well as through Eviews regression analysis, we can get these resultsemployment as follow:structure development lags behind the industrial structure.
