A Study On Evaluation Method Of Land Consolidation Reclamation And Development Planning's Implementation

The land consolidation reclamation and development planning's entire process not only includes three stages: planning compilation, planning approval and planning implementation, but also a systematic project involves multi-disciplinary, multi-industry, multi-sector. Although the planning's regulatory function with land using results from planning compilation, actually falls in planning implementation. Because only the implementation can appear the planning's economic benefit, social benefit and ecological benefit. Obviously, the true standard which can examine the planning's level is the implementation effect.As a measure to evaluation of effects of the plan, actually the implementation evaluation studies any person stemming from any goal, uses any method according to any standard to carry on the value judgment with the plan, which not only the important link in implementation, but also the premise of planning revision. However, the study of plan implementation evaluation has just started at present in our country. The correlation theories and methods are not mature, have to consummate to meet the needs of socio-economic development. Therefore, studying the evaluation of effects of the plan has important practical significance at present.The paper researches the method of the plan's evaluation effects with five parts, which main contents and conclusions as follows:The first part mainly introduces the background and the significance of the paper, including the domestic and foreign research at present, draws out the paper's content and technical route. The second part mainly studies the basic theories, proposes six theoretical principles to evaluate the plan's implementation, puts forward evaluation of implementation of the plan's concept and connotation, characteristic and principle bases on the concept and connotation of land consolidation reclamation and development.As one main body, the third part mainly studies the methods of evaluation of the plan's implementation systematically. Proposing evaluation of the plan's implementation from quantitative evaluation, quality evaluation and benefit evaluation, bases on the appreciation gist and the data originate clearly. The paper elaborates concrete methods of the three appraisal ways. Specially, the paper constructs its benefit evaluation system using multi-index evaluation method from economic benefit, social benefit and ecological benefit, determines the objective index weights with the approach of Coefficient of Variation, in order to enhance the objectivity of the result. Finally, the paper introduces the analysis content about the result briefly.As the other main body, the fourth part takes Jiyang County for example to evaluate the plan's implementation in order to confirm the feasibility of the assessment method. Firstly, this part carries on the plan's quantitative evaluation during 1996-2005 and 2006-2010 of Jiyang County from county, town and project aspects. The result shows the quantity of cultivated land overfulfil the goal in advance. However, there are some questions as'strengthen development, lighten consolidation'. Secondly, this part carries on the quality evaluation of the cultivated land in 63 project areas. The result shows the quality of the cultivated land is better than the county-wide average level. Finally, this part carries on the plan's benefit evaluation during 2000-2003. The result shows that the comprehensive benefit is remarkable. However, the trend of ecological benefit is somewhat low, especially in 2002 and 2003, its grade is lower than economic benefit and social benefit. The result of the empirical study indicated that the method with which evaluates the plan's implementation is feasible, which can reflect the reality comprehensively and objectively.The last part mainly summarizes the primary content of the paper, points out the innovation and insufficiency in the research, looks forward the perspective of the planning evaluation.
