The Feasibility Study Of Establishing Minimum Living Standard Guarantee In Rural Areas

The minimum living standard guarantee in rural areas is a focus of studying social security in China. Especially recent years the study about this topic has gained some achievements. However, the majority of specialists who study this problem think the difficulty and importance of establishing minimum living standard guarantee in rural areas determine to raise fund or the fund is lacking. If this problem is solved, the system will easily set up. The present writer think the opinion of economic determinism is not comprehensive. Therefore this paper comprehensively and systematically expounds the feasibility study of establishing minimum living standard guarantee in rural areas from four aspects, namely politics, economics, organization and operation. It has pointed out only these four aspects are feasible and the system is also feasible. Then this paper gives some advice about how to set up and improve this system. The article consists of six parts.The first part is introduction. First, it summarizes the achievements of studying minimum living standard guarantee in rural areas from the social and academic backgrounds. Then it puts forward the topic of this article. Finally it briefly introduces the content and ways of this study as well as the new ideas and meaning of the study.The second part is the political feasibility of establishing minimum living standard guarantee in rural areas. It points out the political feasibility is the prerequisite of whole feasibility. Then this part expounds the political feasibility from six aspects.The thirds part is the economical feasibility of establishing minimum living standard guarantee in rural areas and it is also the important part of this paper. This part also expounds the economical feasibility from six aspects.
