The Study On Resolving Inner Mongolia "Three-Pastoral" Problems From A Stratigic Plan To Develop City And Countryside As A Whole

The problems that concerning animal husbandry, pastoral area, herdsman and the plan to develop city and countryside as a whole are both independent of each other and interrelated. This study bases itself upon strong theoretical bases, such as binary structure theory, urban and rural integration theory, coordinated economic development of ecology and other corresponding subjects. Under the condition of on the spot investigation and rich data material, by using of experimental and standard analysis and so on, this article sets up a general theory to resolve Inner Mongolia "three-pastoral" problem through developing city and country as a whole.Under the ecological and economic new thinking, by the city and countryside as a whole plan new perspective, this article grasps the intrinsic link about the "three-pastoral" problems and the plan of city and countryside as a whole. On the basis of academic tracking, this article studies the "three-pastoral" problems in Inner Mongolia recently. The simple reason of the "three-pastoral" problem is the frangibility of ecology and economy. The deep-seated reason is binary social economy structure of the divide of city and countryside. So we should implement the scientific concept of development wholly, and advance the overall plan between city and countryside positively. To eliminate the intersected supply of public goods, labor and employment system, and social security system is the foundational method to solve the "three-pastoral" problems. Adjustment of pastoral enterprise structure is the other key way to solve the problems. At the same time, sanity of the ecologic redeem, developing the animal husbandry with science and technology, increasing the devotion to animal husbandry, improving the innovation of economic organization in pastoral area, advancing the development of animal husbandry with law are also most important.
