Report of the Seventeenth Party Congress clearly pointed out:"plans the city and countryside development,promotes the building of new socialist countryside", "To strengthen the basic position of agriculture, achieveing agricultural modernization with Chinese characteristics, establishing long-term mechanism of industry promoting agriculture and cities helping countryside,forming new integrated pattern of urban-rural economic and social development. "Third Plenary Session of the Seventeenth passed" a number of major issues on rural reform and development of CPC Central Committee "which pointed out:"to plan urban-rural economic and social development, and always focus on building a new relationship between workers and peasants,city and countryside as a major strategy to accelerate modernization. "In the new era,Party Central Committee and government’s attention on the planing of the city and countryside development not only promots the in-depth theoretical study of urban and rural development, but also promots the concrete practice of planing the city and countryside development.In such a background, different districts are active in the pilot project of planing the city and countryside development,according to their own situation. "Reform of the Pearl River Delta Development Plan (2008-2020)" was officially released on January 8,2009, which appointed Huizhou City as a nationwide comprehensive reform pilot city of planing the city and countryside development. Although Huizhou is in the Pearl River Delta, its economic strength is not particularly strong, its urbanization level is low, its urban-rural gap is relatively large, its regional development is uneven, agriculture’s share in all industries is large, so its mode of development, ideas, break and so can provide experiences for the Pearl River Delta and other parts of the country’s planing the city and countryside development.Therefore, it is necessary to deliver comprehensive and in-depth studies in the cause of planing the city and countryside development in Huizhou, in order to explore weather or not "Huizhou model" of planing the city and countryside development has formed, what its experiences and characteristics are,which can provide experiences and theoretical reference for the choosing of the path of planing the city and countryside development for all regions in China based on their resource endowments and actual situationThis study mainly used qualitative and literature methods of research to make detailed analysis on the background,significance,target system,path, features of Huizhou’s planing the city and countryside development, to discuss the practice and experience of planing the city and countryside development of various regions of China, to analyse the opportunities, challenges and significance of planing the city and countryside development in Huizhou, to investigate the target system and its completion of planing the city and countryside development in Huizhou, to explore ways of planing the city and countryside development in Huizhou, to provide suggestions for the future practice of planing the city and countryside development in Huizhou.First of all, it summed up the experience of practice of planing the city and countryside development in China. Beijing, Shanghai, Sichuan, Chongqing, Zhejiang, Shandong’s practical exploration and respective characteristics of planing the city and countryside development were summarized and analyzed, and edifications of these districts for planing the city and countryside development in Huizhou were provided.Secondly, it analysed the background and significance of planing the city and countryside development in Huizhou. Huizhou has unique advantages such as rich resources and environmental protection,facing a rare opportunity:the Pearl River Delta integration provided a development platform and the driving force, "Reform of the Pearl River Delta Development Plan (2008-2020)"provided enough for their development priorities.At the same time, planing the city and countryside development in Huizhou is also under its weak foundation, uneven economic development and economic globalization.Huizhou’s Practice of planing the city and countryside development will provide boost power for sustained economic and social development, integration of the Pearl River Delta and reference for planing the city and countryside development throughout the country.Thirdly, it analysed target system and its implementation process of planing the city and countryside development in Huizhou.Target system of planing the city and countryside development in Huizhou is to get rid of the binary system, narrow the gap between urban and rural areas, promote integration of urban-rural economic and social development, specifically including "the integration of urban-rural development planning", "integration of urban-rural industrial distribution", "integration of urban-rural infrastructure","integration of urban-rural public service, ""integration of urban-rural labour and employment,""integration of urban-rural social management", which is "the six of integration."Under the guidance of the target system,Huizhou carried out tasks of integration of urban-rural development step by step,making breakthrough in the key areas and key links, achieving remarkable resultsFourthly, it summed the path of planing the city and countryside development in Huizhou.Huizhou gradually explored a set of paths of planing the city and countryside development with unique characteristics, that is, with"union of county and enterprise" as the carrier, with "central town" as support, with"livelihood projects" as the focus, with "reform" as the driving force, with "obeying local conditions" as the principle to plan the city and countryside development, forming the path of planing the city and countryside development in Huizhou which is consistent with the its actual condition, but also has the value of reference for the whole country.Generally, there are four models of planing the city and countryside development in China,which are "the model of planing the city and countryside development with city helping countryside and industry feeding agriculture"; "the model of planing the city and countryside development with small town development as centre "; "the model of planing the city and countryside development with system construction as the starting point"; "the model of planing the city and countryside development with Urban and Rural Planning Development".In practice of planing the city and countryside development, Huizhou explored "Huizhou model"with local economic, social, cultural and geographical features. "Huizhou Model"’s features can be summarized as:government leads to promote while market allocates resources; integrate various efforts to achieve diversified development; develop regional economy to expand space of growth. "Huizhou model" has taken into account of the actual situation in Huizhou,which in certain degree avoids some prominent problems in current process of planing the city and countryside development in China,having demonstrative value in Pearl River Delta and even in the country.
