A Study On The Restructure And Restructure And Reform Of Unbar Water Supply Industry In China

The Urban Water-supply Industry (UWSI) is closely related with the production and people's life. However, the traditional duties of the government and enterprises were not detached, and the local government, which directly led the UWSI to develop slowly, monopolized the UWSI economy and social development. Hence, it is very urgent to establish an insightful and flexible government regulation system of UWSI.By the theory of natural monopoly and government regulation, adopting the method of mathematical analysis, compared analysis and objective analysis, the article raised the schemes of the restructure and reform to Chinese Unbar Water-supply Industry in detail. Starting with a review of the theories about natural monopoly, government regulation and UWSI reform, this article offers a studying frame. Based on the natural monopoly characteristics of the UWSI and SCP analysis, we conclude the government's monopoly system has many defects in this industry. By comparison analyzing on the patterns of restructure and reform to Chinese UWSI, it consider that we must decompose the structure of the uprightness, and separate the operation of natural monopoly and competitive, and reconstruction the system and the organization of the regulation. Finally, it puts forward the goal of the government regulation reform on UWSI: The operation of natural monopoly must be controlled in area of entrance, price and service quantity etc.; for the competitive operation, we should concentrate on marking the competition and creating the effective competitive environment.
