Study Of Marketalization Reform In Urban Water Supply Industry Of Shandong Province

Since China adopted the policy of reform and opening up to the outside world,there has been a great achievement in urban water supply industry of ShandongProvince and that provided a powerful guarantee for the economy development andsocial stability in Shandong Province. Whereas, with the rapid development ofeconomy, progress of society and quickening of urbanization, water shortage and theharm of water pollution to the environment is standing out increasingly. Watersupply became the main bottleneck in limiting the economy and urban developmentin the whole province. The traditional urban water supply administration system,financing system and enterprise operating pattern could not meet the requirements ofsustainable urban development. How to reform the existed administration patternand establish a new urban water supply system with powerful governmentsupervision, efficient enterprise operation and high public satisfaction became a newtask to be study and focusing on.This thesis follows the study method as from typical phenomena to universalrule, from practice to theory and then use theory to guide practice. Qualitativeanalysis and quantitative analysis was combined in this thesis. Firstly, this thesisreviewed the development history of urban water supply industry in Shandongprovince, analyzed the current existing problems and pointed out the urgency andnecessity of reform in water supply industry. Then, under the guiding of economicand managing theories like Natural Monopoly and Governmental Regulation,Externalities, Public Product, Cycling Economy and Sustainable Development, withthe reference of successful experiences of urban water supply industry in otherprovinces and developed countries, this thesis brought forward the reform directionand target of water supply industry in Shandong Provinces. At the same time, on thebases of forecast to development trend of urban water supply industry, this thesisbrought forward some suggestions and measures to the marketalization reform ofwater supply industry, like reform urban water supply administration system andpromote the unification of water supply and drainage, strengthen the governmentalsupervision on water supply industry, establish multi-channeled investment andfinancing system in water supply industry, quicken the reform of water supplyenterprises to establish modern enterprises system and enhance their efficiency anddevelopment ability, advocating water saving and build water saving cities, developtechnology innovations in water supply industry to increase water-using efficiency,strengthen the improvement of treatment to polluted water. In the end, this thesisanalyzed the successful cases in Qingdao Sino-French Hairun Water Supply Co.,Ltd.to study the development trend of water supply industry in microcosmic views.
