Optimization Tactics Of Chinese Marine Industrial Structure With The Environmental Resources Restrict

The 21 st century is the ocean century, the era into which the mankind will step with the full development ocean. China is a marine big county whose the sea area is vast and the marine resources are abundant. One that is with comprehensive national strength constant to raise, our county pay attention to develop, utilize ocean more and more while the function is being strengthened constantly in marine economy is in the growth of our country's economic development.Environmental economics thinks, the economic activity takes place in the great system of the ecological environment. Taking a broad view in "great environment economic system" must consider the restriction influence on economic development ,insteading of only considering the economic behaviour between both sides of the supply and demand in the market . Marine economy has great dependences to marine resources and environment sothat if or not the development and use of the marine environment and resources are sustainable have determined the development model and future prospect of marine economy.In this paper I do my research basing on the analysis of the current situation of environmental utilization of resources of ocean of our country and marine industry development. Combining environmental economics and industry's economics relevant theories, restraining the appraisal system existing problem ofmaking marine industry development of our country from being analyzed to the environmental resources, and then propose appraising the development of marine economy with the comprehensive appraisal system of environmental resources economy. Andthen propose in the optimization of the marine industrial structure, mainly three factors influencing the marine industrial structure are economic development level of ocean, the restriction factors of the choice of the leading industry of ocean and marine environmental resources.Thinking about these restriction factor to the choice of the leading industry and marine environmental resources, on the basis that the real example is analyzed, optimize the tactics and carry on preliminarydiscussion and theory innovation to the marine industrial structure.
