Study On Urban Water Price Of China

During planned economy, water resource and water supply industry are regarded as no value and as welfare. So for a long time in our country, water is no price or very cheap, which wasted much water resource and resulted in a deep gap between demands and supplies, groundwater was overtaken and polluted. Under market economy and with urban water price innovation, we get some achievements in water price system and mechanism. But we are too late to reform urban water price, and there still have some problems, such as urban water price is too cheap and can't influence the real cost in water industry. The proportion of fee to deal with wasted water and water resource is too low. The system of price isn't perfect. Furthermore, price regulation principles and targets are not definite. The regulation function dispersed. And we can't restrict regulation in effect.To establish reasonable water price forming mechanism and regulation system, which can influence water resource's scarcity and promote water sustaining use, After studying England and Canadian and other country water price system and considering the present condition of China, the paper give some suggestions to how to establish reasonable water price. First, to perfect constitution of water price, we must solve the problems of fee of water resource and the real costs in water industry. Second, to perfect urban water price system, we must set down all kinds of water's price relations and price differences, encourage recycle water and high-quality water and give a reasonable price to recycle and high-quality water.
