Urban water is highly unified quality and quantity.Residents require not only the quantity of water,but also the guarantee of quality.At the present stage,the main contradiction in Chinese society has been transformed into the contradiction between the people's growing demand for a better life and the unbalanced and inadequate development,and people's demand for urban water has gradually changed from "drinking with water" to "drinking good water".Under the current water price regulation policy,the price of urban water has long been at the "low level" equilibrium point of "low water price and low water quality".On the one hand,with the increasing economic and social development,the urban water supply penetration rate has basically achieved 100% full coverage,but people's ability to pay for urban water has been constantly improved,while the concern and demand for water quality security has gradually increased.On the other hand,under the increasingly worsening water quality conditions,the problems of advanced treatment and safe distribution of urban water are becoming more prominent,and the quality of residential tap water is terrible.However,under the low price level and lagging price adjustment cycle,the water supply enterprises merely gain marginal profit,even the cost price hangs upside down,let alone renew equipment and technology of urban water,which can't support the goal of water quality improvement.It can be seen that there is a strong contradiction between the supply and demand of residents' water quality safety.Thus it is particularly important to support the improvement of water quality by urban water price reform.On the basis of the traditional water price adjustment model,this paper takes the macro-and micro-economic effects brought about by water price adjustment as the prominent factors,brings the water quality into the water price adjustment factors.Take the Qiandao Lake Distribution Project as example,emphasizing on the evaluation of the policy and effect of tap water price control based on water quality improvement,while constructing the water price regulation framework suitable for water quality and payment capacity.This paper takes the macro-and micro-economic effects brought about by water price adjustment as the prominent factors,building a theoretical framework based on the deviation of government water pricing regulation and its correction.Besides,take the Qiandao Lake Distribution Project as example,evaluating the macro and micro economic effects of water price control based on water quality improvement.Accordingly,comparing the price adjustment schemes and putting forward policy suggestions.The contents of this paper mainly include five aspects: firstly,evaluate the effect of traditional urban water price regulation;secondly,construct the model of the prominence and deviation of urban water price control;thirdly,evaluate macro-economic effect of water price adjustment;fourthly,evaluate micro-economic effect of water price adjustment;finally,put forward conclusions and suggestions measurement.We can summary three possible innovation points as follows:1.Using theoretical models to explain the reasons for the deviation of water price regulation.Based on the deviation of water price adjustment from economic development,this paper constructs a theoretical model of the prominence effect on the pricing of government public goods,and applies this model to the decision-making of water price.2.Empirically test the macro and micro effects of water quality improvement on the rise of water price.At the macro level,adopting Input-Output Price model to measure the impact of water price adjustment on CPI,PPI,fixed asset investment price index,GDP deflation index and other macroeconomic indicators;At the micro level,taking "water quality improvement" as a positive signal to quantify residents' willingness to pay for high water quality,thus provides a basis for scientific decision-making of water price.3.Comparing the specific water price schemes for the project of Qiandao Lake Distribution and putting forward policy suggestions.Three water price schemes are drawn up for "introducing thousands into Hangzhou".The macro and micro economic effects of rising water price under each scheme are compared respectively,which provides decision-making basis for water price of Qiandao Lake Distribution Project.
