The state-owned economic in Sichuan steel industry played a very important role in Sichuan economy developing, but also demonstrated absolute power. Therefore, if Sichuan province want to develop from a big steal province to stronger steal province in china, the layout of the state-owned economy and structural adjustment strategies play a great significance role. And the research from the context of state-owned economic layout and structure to analyze the development of the steal industry is little.
