Probe Into The Reform Of Chinese Rural Social Security System

To reform and perfect the rural social security system has become the important step of deepening Chinese economic system and the inevitable choice of upholding social stability with the carrying forward of Chinese market economy institution.This paper first introduces the basic theories of social security system, next reviews the developmental course of Chinese rural social security system and points out the existing striking problems of the rural social security system at present, then analyzes the historical evolution of the social security systems in Western developed countries and their beneficial enlightenments to China, and finally discusses relevant issues about reforming Chinese rural social security system in view of Chinese concrete situations.This paper is classified into five sections:Section 1: Basic Connotations of Social Security and Research Significance of This Paper. This section mainly summarizes the basic connotations and functions of social security and the significance of researching the problems of Chinese rural social security, introduces the basic viewpoints on social security of Western economists, and comments on these viewpoints.Section 2: Economic Theories of Western Social Security and Comments on Them. This section introduces the social security thoughts of different academic schools and comments on them.Section 3: Historical Evolution and Existing Problems of Chinese Rural Social Security System. This section reviews every developmental phase of Chinese rural social security system and indicates the existing major problems of the rural social security for the time being.Section 4: Analysis of the Evolution of Western Social Security Systems and Their Enlightenments to China. This section focuses on investigating the historical evolution, gains and losses and enlightenments to China of Western social security systems.
