A Study On The Construction Of China Rural Social Security System Based On The Land System Reform

Presently, the rural social security exists only in name. The land guarantee is still continuing the historical mission, which lacked the strength to match its ambitions. It has already become the shackles of agricultural economy development. However, the land guarantee function continues being compelled to aggravate the disappearance of the land system. The compelled strengthening of the land guarantee function causes the land resource to be unable to carry on the optimized allocation. The land system and the rural social security have fallen into the "mire" pinning down mutually. How to make the two to form a development pattern of mutual promotion, is an important link to solve the problem of "Peasant,Rural and Agriculture" and construct fairly prosperous and secure society in an all-round way. Our country' s academic circles pay close attention to and study more about the urban social security question. By comparison, they don' t pay sufficient attention to the rural social security issue and they don' t study it deeply enough. Therefore, I choose this subject of the rural social security. In my paper, I analyze the existing problems of the rural social security system from the viewpoint of the land system reform. Using domestic and international experiences for reference, we can establish the rural social security system which suits our country' s national conditions. On the basis of expounding the background and significance of establishing and perfecting our country' s rural social security system, it describes the theoretical foundation of the modern social security system. When elaborating and analyzing the evolving process of the rural land system reform in our country, it analyzes the change and appraisal of the rural social security system of our country in the rural land system reform especially. Drawing lessons from the international experiences of the advanced market economy country while comparing, it proposes the reform idea of our country' s rural social security system.
