Globalization turns into an irreversible momentum with the development of economy and society. New trend of thoughts strikes people's inherent thinking modes incessantly, bringing in constant reformations of organization management modes as well. Innovation becomes the permanent theme of the era. New revolutionary of public department arose from the movements of new public administration. A series of new conceptions, for example, customer,economy,efficiency,effectiveness, are introduced into public administration. The conception of quality has gone deep into people's mind. The theories and methods of quality management have been an essential and powerful tool for current Revenue Department to improve its administration. A workman must sharpen his tools if he is to do his work well. Based on the analysis of practice of quality management in Revenue Department, this essay tries to combine the advanced theories, methods of quality management with performance management to research and consummate the quality management in Revenue Department of our country.PartⅠ: General introduction of quality management in Revenue Department .It expounds the conceptions of quality management and the related management theories, analyses the driving factors, feasibility as well as other influential factors, and reasons the necessity and feasibility of quality management in Revenue Department.PartⅡ: The practice and research of quality management in Revenue Department.Based on the current situation of Revenue Department in our country, it takes TQM (total quality management) of national tax authority in Qingdao for instance, reviews the procedure of carrying out TQM, demonstrates the traits and apparent achievements and analyses the limitation and existing problems.PartⅢ: Reflection of further improvement of quality management in Revenue Department .To consummate the revenue quality management system in our country, it borrows ideas from advanced theories, methods and tools such as process reengineering, benchmarking management, performance management and theories of development trend of quality management.This essay claims that the quality management of Revenue Department should be...
