With the globalization of the world economy, the environment where the enterprises, especially hi-tech enterprises, exist has changed dramatically and the market has become more complex and uncertain, where the consumers have various demand and the life span of products has shortened. The competition between enterprises becomes sharper and more cruel. Meantime, the information technology develops rapidly. Under this circumstance, SCM (Supply Chain Management) emerges as the times require. An enterprise must practice SCM to promote itself in order to survive in the fierce market competition. Purchasing, as a strategic and important tache in the supply chain, plays a key role to save cost and brings more profits for the enterprise, and enhance the enterprise as a whole in competition.However, currently most enterprises are aware of the importance of the SCM, but they still practice their purchasing under the traditional way. The relationship between the enterprises and the suppliers is just the buyer and the seller. Both of them value their own short-sighted benefits only. It limits the development of the enterprises under new economy. Taking into consideration of this situation, the author puts forward the thought—the enterprises should practice their purchasing under SCM background. Only in this way, the enterprises could strengthen their competition. The author proceeds further with the introduction of the main purchasing mode under SCM background– E-procurement and its several patterns for enterprises to choose to practice purchasing according to their own characteristics. And for hi-tech enterprises, due to its specific characteristics, they need to practice purchasing under SCM background more eagerly to enhance themselves. At the end, the author gives a case-analysis to prove the power of practice purchasing under SCM background on promoting the enterprise greatly in fierce market competition.An innovation point in this paper is to particularly introduce the hi-tech enterprises and their characteristics on purchasing, which require them to practice purchasing under SCM background more necessarily to promote their special strength in more fierce competition. The paper ends with the case-analysis based on a hi-tech enterprise. The author illustrates the viewpoints with diagrams and cases, wishing the paper could give guidance and be as a reference for enterprises, especially hi-tech enterprises on practicing P-SCM.
