Under the background of the deep reform of state-owned enterprises,the procurement of state-owned enterprises is facing the opportunities and challenges of globalization and shouldering the mission of national strategy.In 2019,the procurement platform of Z Company in D City was established with the approval of the Municipal Government.Centering on electronic procurement,the platform has comprehensive service functions of information release,resource sharing,big data analysis and intermediary interconnection,and mainly contracts the procurement and bidding business of state-owned enterprises in the city.Procurement is the hub for state-owned enterprises to obtain market resources,and its management effect plays a crucial role in cost control,quality assurance and cycle shortening,which is the main factor for the long-term development of state-owned enterprises and the promotion of enterprise reform.Therefore,procurement management has become a key link in the production and operation process of state-owned enterprises,and directly affects the production and service level of state-owned enterprises.Therefore,how to reduce costs,optimize procurement management and improve core competitiveness has become a problem that needs to be actively planned and solved for the procurement platform of Z Company in D City.Purchasing platform based on D,Z company purchasing management as the research object,through the questionnaire investigation method,in this paper,on the basis of the theories and methods of procurement management,analyses the platform from the actual situation of purchasing management,found the company procurement organization structure unreasonable,single purchase way,the procurement process trival,backward supplier management and so on.In view of existing problems,combining with the characteristics of the enterprise itself,to the company purchasing organization repositioning and design,and using Carla jack model classifying purchase way,USES the ASME analysis table to find out the unreasonable link of purchasing process,use ECRS tools to improve purchasing process,according to the overall demand of state-owned enterprises to establish advanced supplier evaluation system,Unified management of suppliers by classification.Finally,in order to improve the scientific nature of the improvement,the implementation plan and guarantee mechanism are drawn up according to the optimization countermeasures.
