The Research On Purchasing Management Of SZM Company

Nowadays,the traditional procurement mode can not meet the needs of modern enterprises any more.Modern procurement mode is supply chain procurement mode,in which every enterprise is under multiple "chains".Changing the traditional procurement method,integrating into the supply chain,enhancing the procurement management and combing the procurement process,the enterprises can not only gain more resources and opportunities,identify and avoid risks,but also reduce costs,improve the production quality and the profitability.So seriously,striving to do a good job in procurement management is an important subject every enterprise should study.SZM is one of the local branches of a major communication operator.In 2008,SZM began to set up an independent department called procurement management center,which was responsible for the purchasing of engineering,goods and services of the company.SZM gains strong support from the parent unit,however,it is subjected to the constraints of the parent unit at the same time.Moreover,SZM enjoys the purchasing convenience because of the large scale purchasing of the state-owned enterprises,but at the same time the company is restricted by lots of rules.As a pioneer in state-owned enterprises reformation,the parent company of SZM has carried on series of reforms such as carrying out centralized procurement,implying big regional logistics and electronic bidding.All the reforms have achieved a really great effect.And the company is continuing to improve the procurement mechanism.However,there still exist some disadvantages such as high purchasing costs,low procurement efficiency and great waste of resources,etc.At first,this paper will do an in-depth research on SZM,expounding the procurement management status of the company and pointing out the problems it faces in purchasing.These problems come from different aspects.At procurement demand aspect,the demand data of centralized purchasing is inaccurate,and the distribution of independent procurement demand is unbalanced.At procurement plan aspect,there exists high proportion of single-source procurement,single price scoring criteria,subjective technical score,result-oriented decision rather than project-oriented decision.At procurement risk aspect,there are more errors in the procurement process.At procurement efficiency aspect,the procurement efficiency is low.And then,in order to improve the procurement management,the paper brings forward some solutions and measures from multiple dimensions including procurement demand management,procurement plan management,procurement risk management,procurement efficiency management.In procurement demand management,it calls for the strengthening of centralized procurement quota demand management and reasonably independent procurement requirement plans;In procurement plan management,it requires strictly control of single-source procurement,diversified and objective evaluation methods,forward procurement decision and so on;In procurement risk management,implementation of full-time internal control and auditing,establishing defenses of risk management,and the professionalization of procurement jury experts are recommended;In procurement efficiency management,we can use procurement efficiency reporting mechanism,take early intervention in procurement requirements,optimize procurement plan,sourcing actively,release tender tips,and enhance the efficiency of signing contracts.All the specific measures mentioned above play a significant role in improving the procurement management performance of SZM.
