With the fast development of economy and society, the farmland protection, the national grain security and ecology security, the safeguard of farmers' rights and interests and so on are facing a series of challenges. Since the intermediate stage of last century, western developed countries have established the system of development rights, which solved unreasonable farmland using, the unreasonable sprawl of cities, the ecological environment issues and so forth. The researches of the system of farmland development rights in academic circles of our country still are at the starting stage; even if many fundamental issues in theory have not been solved. The thesis introduces the systems of farmland development rights in the western developed countries, like US, England and France etc., which can help establish the similar system in China.The thesis researches some fundamental issues of farmland development rights and the price of farmland development rights by comparative analysis, normative analysis and the analysis of quantitative and qualitative. It is continental to deep research farmland development rights in the future. The thesis also researches the price assessment of farmland development rights, which can be helpful for the system establishment of farmland development rights in China, especially for the circulation and transaction of farmland development rights. In some aspects, analyzing the difference and association between farmland development rights and land development rights. Researching the characteristics of farmland development rights from the quality of right, economy, the course of using rights and showing. From the inflicts between people and land, the common interest of sociality, rural economics development and the development trend of diversification in terms of land property rights, analyzing the course of farmland development rights. According to the ownership of farmland development rights in western counties, the thesis analyzes the ownership of farmland development rights by the demand-support theory of microeconomics.
