"CPC Central Committee on rural reform and development of a number of major issues", which was put forward in the Third Plenary Session of the 17th CPC Central Committee, demanded to construct united urban and rural construction land market gradually. United urban and rural construction land market provided an available platform for rural land circulation. In this market, non-agricultural lands, which is in accordance with land using plan, and crown lands will have the same rights to circulate freely. However, in the current land management system, land expropriation system and land use control are mainly applied in non-agricultural administration, and because of the poor management results, a series of problems exist in the process of non-agriculture. For example, illegal non-agricultural process is serious, regional land quantity can not be controlled within the restricted target of land use plan, national land quantity is approaching 1.8 billion mu farmland red line, land conscription compensation standard can not protect farmers'rights. To resolve these problems in non-agricultural process and farmland protection work, domestic scholars learned from foreign advanced experience and introduced farmland development rights. Based on related research home and abroad, this essay analyzed the farmland development rights price which is suitable for Chinese national conditions and provided basis for the construction of farmland development rights system, the investigation on farmland development rights circulation and the resolution of problems in farmland protection.This essay, summarizing and commenting on related research findings home and abroad, pointed out imperfection of domestic farmland development rights research and what we can learn from foreign experiences. Firstly, related theories of farmland development rights is analyzed, including the contents, meaning, construction background, ownership and circulation of our farmland development rights. After the theory is stated, qualitative analysis and quantitative analysis methods are applied in this essay to investigate the farmland development rights price under the background of united urban and rural construction land market. Viewing from opportunity cost and gross value theory in environmental economics, the contests of farmland development rights price is analyzed and the essay pointed out that farmland development rights price is the incremental benefit resulted in the changing process from farmland to construction land. It's value is the difference value between farmland opportunity cost and farmland economics value, and the farmland economics value contains two parts, one is farmland market value, the other is farmland non-market value. After deep analysis of influential factor of farmland development rights value, the construction, price-setting reasoning and evaluation methods of farmland development rights value are primarily elaborated. Guided by Alonso's land Bid Rent Theory, the opportunity cost of farmland resource is analyzed and guided by environmental gross value construction, the market and non-market value of farmland is analyzed. This essay, taking Dahexi forerunner zone Five towns in Changsha for example, measured and calculated its farmland opportunity price, market price and non-market price. And the farmland development rights price is measured to be 187.61 Yuan per square meter.
