With the continuous process of urbanization in our country, there are plenty of farmland converted to urban construction land every year. The trend of farmland conversion is a corollary of economic development. However, once the farmland conversion is out of control, that means the conversion is not suit for the economic development, it is easy to trigger a series of social problems. In order to regulate the process of farmland conversion, and to protect the legitimate interests of landless farmers, based on farmland development rights research from scholars at home and abroad, this paper is to explore the significance of setting the farmland development rights system to land management in China. This paper also argues that, the setting of farmland development rights system ensures the distribution of appreciation income of land during farmland conversion, thus to protect farmland and farmers’interests.This paper applies data and literature research method, qualitative and quantitative analysis method, theory and empirical research method, and comparative analysis method. At first, this paper discusses farmland development rights generally, including the concepts and features, classification and status, attribution and circulation. Based on the ownership attribution, it focuses on the attribution of farmland development right. Further more, it explores the necessity of setting farmland development rights in China, from the aspects of farmland protecting needs, distribution of benefits needs and the complement of property system needs. And it also analyses the feasibility of setting farmland development rights in terms of the direction, the theory and its practice of land ownership in China. After that, this paper analyzes the related theory of farmland development rights price, including land rent theory, location theory and legal basis. Then it investigates the connotation, formation and pricing principles of farmland development rights price. And by using the difference method and the income method, this paper analyzes the pricing method of farmland development rights price, and found a suitable pricing model for farmland development rights in China. Finally, taking Changsha, a small county in Hunan province as research subject, by analyzing its natural, economic and social conditions and land use status, this paper applies the pricing model above to assess the farmland development rights price of this area, thus to verify the rationality and feasibility of the pricing model.
