With the development of the society and economics, the demand of land resource in different departments is increasing in china that leads to the contradiction between the demand of farm land and construction land. But presently, the land resource in support is limited, it is impossible to solve the contradiction between the demand of farm land and construction land by exploiting the land that is not available before. The measure we can take are to make use of the potential in construction land , make good use of the land left unused and change the way to develop economics so that we can relax this contradiction. Presently, there are series of problems in the utilization of the land of rural residence that make it utilized in a inefficient way so that it is no doubt we can relax this contradiction by utilizing it in an efficient way.The article points out the problems in the utilization of the land of rural residence in Zhijiang city and analyzes the cause of them which provide reasons for the construction of central villages in Zhijiang city, it also provides series of measures to make the construction of central villages actualize prosperously so that we can relax the contradiction between the demand of farm land and construction land in Zhijiang city.The article separates the potential of rural residence into two parts on the research of the other scholars: absolute potential and relative potential. Different potential has different means to excavate. The article emphasizes the means to excavate relative potential by constructing central villages. It is impossible to construct central villages synchronously because of the shortage of capital. It is necessary to demonstrate the feasibilities to construct a central village: does a village have a good condition to construct the central village? which village should be supported by the government? which village could be complete the construction firstly? Focusing on these questions, the article points out the indexes, calculates the comprehensive points and applies a clustering test to choose the villages to construct central villages in the year planned with quantitative and qualitative means.
