Different potential has different means to excavate. The article emphasizes the means to excavate relative potential by constructing central villages. It is impossible to construct central villages synchronously because of the shortage of capital. It is necessary to demonstrate the feasibilities to construct a central village: does a village have a good condition to construct the central village? which village should be supported by the government? which village could be complete the construction firstly? Focusing on these questions, the article points out the indexes, calculates the comprehensive points and applies a clustering test to choose the villages to construct central villages in the year planned with quantitative and qualitative means.
