Study On Development Of Fishery Block Economy In Xiantao City

Xiantao City locates in Jianghan Plain, where the water resource is extremely abundant. The branches of lakes and rives are criss-cross, and the climate is suitable for cultivating many kinds of aquatic products in Xiantao City. Xiantao City has always been the main producing region of Hubei Province. Fishery is a brand of Xiantao City, and is taking a very important position in agriculture and even in the whole regional economic development, whose fishery output value accounts for 34.99% of gross output value in 2004. But the situations of aquaculture and fishery market have changed sharply in these years, which have restricted the development of fishery in Xiantao City. Because of the small scale and the fluffy organization, the brand advantage is difficult to give play. The markets fluctuate daily, but the single peasant household's ability is too poor to resist this risk. So it's important and necessary to study on the fishery development, and give some policy suggestions for the further development.This paper puts forward the block economy in order to develop fishery, on the basis of the survey and the national and international experiences of agricultural development. The concept of fishery block economy is that, the industries such as aquatic cultivating, catching, processing, selling, and the relevant ministrations cluster elastically because of generality and complementarily, and form the intensive cooperative plate within the countryside, and then promote the development of the rural economy.Through the analysis of fishery in Xiantao City, we find that the fishery block economy is formed preliminarily, because of induction of the natural resources, pulling of the market demands, guide of the business strategies, support of the related ministrations, and promotion of the government polices. The fishery block economy has already shown some advantage on the cost, market and innovation, and has worked on increasing peasant's income, promoting the development of agriculture and even the whole regional economy. But it is still at primary stage of block economy, and has some problems in the development. For example, the leading enterprises can't drive strong enough, the connections of the subjects in the block economy are fluffy, the relevant markets are confused, and the support systems need further construction to.
