Study On Problems And Countermeasures Of Pelagic Fishery Development Of China

The twenty-first Century is the century of ocean, which has become the consensus of every country government, organizations, scientists. The development of marine industry and resources is attracted attention from various countries of the world, and the marine economy has become an important growth pole of the world economy. The China government pay more attention to the development of marine industry and economy, the State Council officially approved the establishment of marine economy themed national district- District of Zhoushan islands in June 2011, it is indicated that our country get the periods of the development of marine economy. The pelagic fishery is a traditional and important industry, marine industry has gone through 30 years of history since 1985, not only developed into a considerable scale, but also it has made great achievements and played a good role in the maintenance of maritime rights, interests, diplomacy, which will be to promote the construction of the maritime Silk Road of China, to enforce the strategic of "going out". However, in the long-term development process, the China’s pelagic fishery also encountered many problems and bottlenecks, which restricts the development of pelagic fishery industry.The thesis study on the problems, the opportunities, the challenges,which the China’s pelagic fishery faced in development by analysis literature, domestic and abroad, Zhoushan pelagic fisheries development, it put forward the countermeasures of pelagic fishery development of China in the future by basing on the advanced experience of the developed countries. The purpose to study the basic situation of our country is to promote the development of the marine business and marine economy, to promote the healthy and orderly development of pelagic fishery of China, to contribute to strategy of "going out" and construction of the Maritime Silk road, increase seafood supplies. The full text is divided into the following sections:The introduction part mainly introduce the significance of the development of fishery and related literature review, and introduce the thesis structure briefly; the second part introduces the basic knowledge of pelagic fishery, current situation and problems of the development of pelagic fishery of China; the third part focuses on the plight of the pelagic fishery development. The fourth and fifth part is the focus of the thesis, by analysis the pelagic fishery current situation and difficulties of the world and China, especially, focus on the analysis the current situation of the development of the pelagic fishery of European Union, Japan, Canada, Zhejiang Province, and Zhejiang Zhoushan. Through the analysis of Zhoushan pelagic fishery by founding "one port, four bases, four center", exploring overseas fishery base, trying to make up for the deficiencies of the development. which is by the meths, to study on the mode of operation, to learn from international experience, to put forward by the government guidance, to increase financial subsidies, to improve the quality of personnel, to train of leading enterprises, to found overseas fishery base, to strengthen international cooperation, to increase investment in science and technology, to plan the function of regional and feasible measures. Finally, make a summary and prospect of the “the thirteenth five year plan”.
