Research On Private Enterprise Participate In Basic Education Of Public-Private Partnership

PPP(Private-Public Partnership)refers to the cooperation between the government public sector and the private sector,allowing non-public sector resources to participate in the provision of public goods and services,so that the parties to the cooperation achieve more favorable results than expected individual actions.It is also mainly used in investment cooperation models in the field of public services and infrastructure.The advantages of this modem are: higher economic efficiency,higher time efficiency,increase in investment in infrastructure projects,improved financial robustness in the public and private sectors,improved quality of infrastructure/public services,establish a new image of the public sector and a stable development of the private sector.The PPP modem was first proposed in the " Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Comprehensively Deepening Reform " adopted by the Third Plenary Session of the18 th CPC Central Committee.Since 2014,the PPP model has entered the stage of large-scale promotion.As a propelling tool for new public affairs,the PPP model has gradually been applied to the field of education,which providing new possibilities for solving the problem of insufficient investment in education by the government for a long time.However,due to the particularity of the PPP model and the reform and development of the education industry itself,in the actual implementation,the basic education PPP project generally stays on the construction itself,and does not meet the original intention of the social capital party to participate in the core operation of the school.Private enterprises participating in the existing educational operation project are more rare.This paper based on the combing of related literatures at home and abroad and the explanation of basic concepts and theoretical foundations analyzes the feasibility——An Example from X City S Project of private enterprises participating in basic education PPP projects,and the opportunities also the challenges of basic education PPP projects.Through combining the current background of PPP projects and private education development trend,and comparing current mode of the basic education this paper explores a unique implemental path of private enterprises participating in the basic education PPP project and proposes an implemental plan according to the S project of X city.Through the analysis of the path and implementation in the S project we achieve the goals of solving the difficulties and making up the existing deficiencies.It also gives some countermeasures about the private enterprises participating in the basic education PPP.This paper hoped that through detailed analysis of the involving industries and projects,we will find a better path not only to help private enterprises to expand the market and also provide an effective exploration of the problems existing in the basic education.We aim at solving the local debt problem,improving the people's livelihood and also solving the corruption problem in the field of public service supply through the introduction of market-oriented mechanisms and the cooperation between the government and enterprises in the PPP industry.This paper also puts forward some thoughts on the problems which encountered in the implementation of the S project.I hope that through the experience of the project,we can discuss how to enable private enterprises to play a better role in the basic education field.
