Applying the researching method of combining the formulation study with standard analysis, basing on the study to payments theory and the apply to performance evaluation methods, this article concludes the characteristics of the payments system of the BL Company, analyze the motivation demand and problem of the current staffs, puts forward the administrative model of founding the motivation mechanisms, the payments system and its evaluation methods.Through the analyzing of the present situation, the origin and the probably consequences of BL Company's payments system, the writer considers that BL Company does not take the suitable payment classes to the various types of employees according to its present situation and the demands of future development strategies. The Company only stresses the payment policy of leaning-to-fieldworker, does not consider the skill factors and the job contributions sufficiently. It does not do the jobs of job-analysis and job-evaluation. It has not got a system of performance evaluation to fit with the payment system. During the designing of the payment system, the Company does not obey the rules such as guiding of the Company' s strategy, embodiment of the staff value, motivation, relative fairness, outside competing, so it does not have the actual effect of motivation.The writer proposes that creating a new payment system should start from the needs of the staff, give prominence to the key points, stick to the innovation rule, the system rule and the unity rule of stability and flexibility. The system should be easy to operate. It should have a complete and scientific performance system to deepen the reform of motivation mechanism, to complete the material motivation mechanism, accompany with spiritual and sentimental motivation. The key points of motivation should be put at the middle stage management and technical staff. The motivation system should be a combination of various competitive and attractive motivation models.
