Under the rapid growth of Chinese market, multinational enterprise enhance their investment in China , meanwhile China brings huge opportunity to the development of these companies. IT industry gets its golden era, the whole world is facing two trends which is information and globalization.However IT companies are facing an unavoidable problem when they are developing across countries that employee dismiss frequently in the area. The technology is the first productivity in industry. Knowledge has become the impetus of productivity. Human resource has become the most important exiguous source instead of capital. The competition among companies is not only wealth and material but also knowledge and human resource. Thus, human resource is the most important resource that impel the development of economy now and the future. The fact that IT employee dismiss frequently brings bad influence to enterprise's management.Based on a broadly review of relevant literatures on human resource flowing theories, using a case study method, this article analyses the situation of human resource flowing in L company, pointing out the problems exist, analyzing the characteristics of the reality. Based on these materials, the author summarizes the reason of human resource flowing that is organizational culture and the industry field companies belong.From the nativism aspect, according to human resource management theory and organizational behavior theory, combining the reality of L company, making several culture context the theme, the author set up a new and feasible system that fits the company's characteristics. The system could attract, retain and develop human resource. It could bring company profits by increasing company's customer satisfaction though the way that enhancing employee loyalty.
