Chinese economic construction has made tremendous progress since the reform and opening, especially the environment of the ashore port enterprises have improved greatly. So is the case of Yingkou Port which has become the tenth 100 million ton port in 2007 when it was an unknown fishing village earlier.The handling capacity increased, the management improved when it turned into the 21st century. But Yingkou Port has faced an unavoidable problem when it "Enhancing productivity by security, making profit by quality, setting up brand by service"- the serious loading & unloading labor employee drain, which makes the team unstable, as to affect the security, quality, efficiency and service badly. Technology is the first productivity, knowledge has become the impetus of productivity. The competition among ports is not only that of wealth and material, but also that of management, service and human resource. Thus, human resource is the most important resource that impels the development of economy now and in the future. The present loading and unloading employees are not those "physical laborers" but the "three havers" having technology, skills and physical strength. Employee drain frequently brings bad influence to the management and external service of Yingkou Port.Based on the theories of relevant literatures on human resource flowing, using a case study method, this article begins by analyzing the present situation of employee drain of Yingkou Port and studies further into the existent problems, summarizes the reason of the drain which shows mainly in culture, national policy adjustment and internal management of the company.According to the theories of human resource management and organizational behavior, in combining the reality of the port, the author sets up a feasible system that fits the port's characteristics. The system could attract, retain and develop human resource. It could bring profit to the port, enhance the core competition and contribute more to the country by increasing customer satisfaction through the way that enhancing the employee loyalty.
