The purpose of this study is to discuss the insurance industries in Taiwan and Mainland China, and the effects of the corporate strategies, human resource planning strategies, corporate culture, and organizational performances. First, create the cause-effect model of the corporate strategies, human resource planning strategies, corporate culture, and the organizational performances. Final, through the application of LISREL, probe into the corporate strategies, human resource planning strategies, corporate culture, and organizational performances in real world. Through empirical example analysis, so as to find out the factors and strategies those help the managers to make better decisions. This study designed questionnaires to survey managers in insurance companies in Taiwan and Mainland China.The results showed that the insurance industry in Taiwan adopts differential strategy which can increase the organizational output more effectively, concerns about the innovative culture on differential and long-term strategy on human resource planning, and emphasizes on behavioral performance. The conservative culture has positive interference effect on the relationship between differential strategy and organizational performance.On the other hand, the insurance industry in Mainland China also adopts differential strategy which can increase the organizational output more effectively, concerns about compromised culture on differential and short-term strategy on human resource planning, emphasizes operating performance. The human resource planning concerns long-term strategy, and produces operating performance. The comprised culture has negative interference effect on the relationship between the low-cost strategy and organizational performance, but it has positive interference effect on the relationship between differential strategy and organizational performance. The conservative culture has negative interference effect on the relationship between quality strategy and organizational performance, but it also has positive interference effect on the relationship between low-cost strategy and organizational performance.Based on the above results, conclusions and suggestions are made. Strategies of three aspects are provided based on empirical analysis and experience: constructing innovative corporate culture, total quality management strategy, and human resource planning strategy, which are hoped to improve the organizational performance.
