Research About Behaviors Of Chinese Government To Promote Technical Innovation In Medium/Small-sized Enterprises

Most nations including China recognize the importance of the contribution to economics caused by technical innovations with the coming of economic globalization and knowledge economics. Medium /small-sized enterprises that take a remarkable portion of civic economics create a large number of technical innovations and play as the principle part. The thesis is based on the study of the relations among innovations & economic increasing , innovations & governmental behaviors, and innovations & medium/small-sized enterprises. According to the pertinence between innovations and governmental behaviors, The thesis set up the model of medium /small-sized enterprises technical innovations system. The thesis studied the behaviors of Chinese government in promoting innovations of medium /small-sized enterprises and its important meaning to keep the steady development of Chinese economics and create a harmonious society by focusing on technical innovations in such type of enterprises.Comparing to the developed countries, there are so numerous medium /small-sized enterprises with so little technical innovations at present in China. The analysis shows there are three dimensions to affect it: circumstance, internal facts in enterprises and technical innovations. The factors of circumstance are: the incomplete in laws for promoting innovations, the absence of governmental organizations assuring to promote innovations, the informative social service system, the non-expedite channels in financing, and the systematic incomplete that includes the separation in industries , education and R&D, the dislocations in the main body of innovations, the difficulties in protecting intelligent properties, and the lack of social culture in collaborations between enterprises.
