Technical Innovation In Smes Of Government Support

Enterprises are the key parts of national system of innovation. Undoubtedly, the small and medium-sized enterprises(SMEs) which constitute the absolute majority of all of them are important key forces of national technological innovation system. However, the support and guidance of government play an important role in the innovation of SMEs, and they are irreplaceable factors foe the innovative success.Influenced by traditional system of planned economy and large-scale effect of laying stress on large enterprises, it lacks forceful support in macro management, systematic supporting policy has not been shaped up and there is no sufficient protecting measures in legislation for the technical innovation of SMEs. So the innovation and development of SMEs cant not be without support and guidance from government.According to the basic features of SMEs, its status and functions in social and national economy, the experiences of foreign governments and using it for reference have been compared and studied in this paper. The history of our government to support SMEs technical innovation has been reviewed and the current situation and problems pointed out as well. Based on theory the necessity and basic principles for our government to support SMEs technical innovation have been pointed out. The paper focuses the study and discussion on ways in which our government supports the SMEs technical innovation. Finally, it puts forward the necessity and measures taken by our government to establish macro management system, to set up and perfect supporting policy system on taxation, finance and fund, and to establish and perfect social service system for SMEs technical innovation. As a result, overall governmental supporting system for SMEs technical innovation has been formed.In this paper it brings forth new ideas in studying SMEs technical innovation from the point of view of government. In addition, the governmental supporting system for SMEs technical innovation has been constructed. However, how to put the concrete governmental supporting policies into effect needs to be further studied.
